I tested the issue on full screen mode to rule out these possibilities and the issue behaved the same. As a result this could be messing up screen and window metrics, or at least makeing them different. Even when Firefox is maximized it does not really screen height because of these panels. Also note that alt-print screen does not show the two pannels at the bottom of the screen but reserves black bands where they should be. I also am using the feature that allows tabs to be sized by content and I have a number of rows of toolbars at the top.

I tested out the problem some more and found that setting it to more rows then adding windows caused inconsistent results.
The work around is to just add blank tabs at the bottom so that the last line you are using is not the actual last line.
The issue I am having is with scrolling to the last line.
